I just did an experiment, using Sunbird (the Mozilla calendar,
available in Debian/Ubuntu repos). I created an event for every 5th
Thursday in a Google calendar, and it shows up properly on this month,
and 31 December.

The problem appears to be with the web interface, but not Google
calendar's ability to handle 5th Thursdays.

So I'd suggest using Sunbird or a similar calendar program that can
post directly to Google calendar.
