my site, theo.me.uk is a mixture of both Template, CGI and SSI.

It's fast, easy to use, and it only took about 5 minutes to get working ;)

It also works rather well with DBI/mysql.

apart from the simple stuff on my site, I have not really played all to much 
with it, but have seen a few tutorials around, one on (iirc) webmokey.

Tangram, however, i have no idea about.
