As near as I can tell, nobody uses it and it won't be missed. I think this might be a good starting point for you: http://groups.pm.org/faq.html#how_do_i_request_a_new_group_or_to_reactivate_a_group_that_has_been_inactive As best I can remember, they host only mailman and provide DNS. A quick scan of pm.org makes me think they'll host a basic website too if you wish.
