There used to be a fixed price feature on <a href="http://odesk.com">odesk.com</a> where you could post your requirements and accept proposals to complete the work for a single price. I don't know how many developers using the system are proficient in Perl though. <div>
<br></div><div>BTW, the entire 'bounty for a good solution' concept is really catching on -- look at <a href="http://innocentive.com">innocentive.com</a> to see how large corporations offer bounties for solutions to scientific problems.<br>
