I am sure someone must have directed you to activestate for windows perl installations by now, but I believe they (or someone) also has a perl to executable tool that can make stand-alone executables from perl.  Brain is fuzzy on the details but google should help :-)

I am on  linux laptop and can i write out a perl
script on windows and run it from a differnt computer
