Have you tried the modules on CPAN?  
http://search.cpan.org/~romm/Net-Whois-IANA-0.07/IANA.pm seems like what 
you want, but I haven't used it

Note also that due to the rather cracked design of DNS, it may not be 
easy/possible for you to get whois records for some nations, even though 
they exist.
