Have a look at http://perl.plover.com/qotw/

Quiz number 2 (there's archives of the mailing lists) was related to date 
manipulating. The discussion is quite interesting actually and has led me to 
the belief that programming with dates is best done with some prior contract 
with satan!

Seriously though, there is a very good discussion on a number of different 
modules and the pitalls involved in handling dates. There was even a 
disucssion on Julian vs. Gregorian dates which you may find relevant.
