This is new from these guys - they do a lot of Qt work:

Its not a Perl binding for Qt, and its a long way from exposing all of Qt 3.x 
in perl, but its a low barrier to entry, especially if you're already 
familiar with ptk:

I guess most of the head trolls only ever see Perl as a scripting language, 
useful for build systems, quick hacks - dunno if any of them have ever 
written a Perl class.

I'd like to see it happen, maybe it will now that 4.x is F/OSS on Windows, 
once Qt 4.x stabilizes.
