Sounds like you are the right person to get us started.

I've re-read the e-mails I have from Manning's and it doesn't explicitly
state who (i.e. Bath.pm or the reviewer) owns the book.
Hard copies are "encouraged to be shared", but PDF's are for the reviewer
only.
I have no problems with the reviewer being the permanent custodian.

There is no predefined location, but I've agreed in principal that the
review would published i) on this list, and ii) on a web site.  I don't
see any problem with posting a link to your blog, although I think it
would be nice if we could start to build up a review section on
bath.pm.org.
Manning's suggested posting the review on Amazon - I guess this makes most
commercial sense for their marketing.
I believe your proposals for publishing can be suggested on application of
a book.

No, you won't be getting rich from it :)  But it is only a review to be
read by few potential book customers and not a technical article.

I can give you contact details if you would like to try and get a better
deal, but I guess you would have more bargaining power after you have
reviewed a book or two.
