[Banking-pm] Testing testing

I created this mailing list about seven or eight years ago when I was still
doing perl in a banking environment, but I recommend we shut it down as not
enough people need it.

Only trouble is I am not sure how to shut it down. It seemed easiest to
just ignore it.
