To be clear, #perl.in was created for this purpose, you are familiar with it I assume?

"#india.pm" would be misleading as there can't be an India.pm group in the current structure.  This is why I have started a TPF initiative called the "Perl in India Initiative" (PI³ or, in perl: PI^^3).  Upasana is my representative in-country, and the plan is to provide whatever help and resources we can to Perl in India.  We will be helping with marketing and finding sponsorship in the future.

I am very happy to help and feel it is a privilege to be involved in the "awakening" of the Indian Perl giant.
