[Bangalore-pm] IRC Umbrella Channel

Hi Yaakov,

I think it gives a common platform for perl guys in India to connect and
collaborate,
there is lot of movement between IT hubs, so if  some one from Delhi moving
or visiting Bangalore, they can always see whats happening technically in
these places and find speakers for BOF sessions too.
