[Athens-pm] Perl & ICQ

Not as straighforward as you might think. There is module that is used 
by vicq http://gonzo.kiev.ua/projects/vicq/ but I'm not sure it still works.
An alternative is to run centericq as a daemon with e.g. screen and to 
send it commands though the command line: http://konst.org.ua/centericq/
