[albany-pm] Perl 5.8.9 RC1

The first release candidate for 5.8.9 is now available. This promises
to be the last of the 5.8.x series of perl; future development on 5 is
aimed at the 5.10.x branch; so if you are currently unable to upgrade
into 5.10, it's in your best interest to try this out the last release
of 5.8 and kick the tires: root out any show stoppers it may present
for your code base.
