I don't really know what you mean by "great for language design."  I think it's
making the statement that it's a great design for a language.

The very fact that TMTOWTDI may force you to consider the multiple ways also
forces you to compare them and educate yourself, he's saying.  So, of course
it's about personality and education: he's saying that using Perl gives you an
education and affects your personality positively, giving you more ways to
approach programming problems.
